Duh! Of course they disagree. Detainees they've held for years may now get to go home. I don't know whether all the detainees are good, bad, a mix (probably the latter, but to what extent? Who knows?), but I do know this: Some of them undoubtedly were at the wrong place at the wrong time and they've spent years in prison, not ever knowing whether they'd be released or tried fairly under America's better justice system.
